Description (partial)

Symptom:
In BGP, whenever you replace an existing prefix-list in the route-map with a new prefix-list, it doesn't change the number of prefixes received from a neighbor until you restart the BGP process itself.

Conditions:
"soft reconfigure inbound always"  should be configured
New Prefix-list should have the same name as existing one
Entire configuration (removing existing prefix-list and replacing it with new prefix-list) should be applied at once, not one by one
