Description (partial)

Symptom:
When the minimum length of password(Authentication password policy) is changed from lower to higher, then the exisiting user/pass with lower length fails to login via GUI and there is no error prompt.
For Ex:-
 If you change the password requirements for ISE administrator accounts to require a longer password (I changed it from 12 to 16), any administrators with an existing shorter password won’t be able to login (they get the login screen again with no message indicating what the problem is).
