Symptom:
PCEP session flap after connecting other PCE with best precedence

Conditions:
All conditions bellow:
- at least 3 PCEs connected in topology
- redundancy pcc-centric model is configured ("mpls traffic-eng pce stateful-client redundancy pcc-centric")
- at least one PCE initiated RSVP-TE tunnel exists, which is not delegated to its creator (creator is disconnected)
