Description (partial)

Symptom:
C-series integrated servers with VIC14xx via FEX will encounter fabric ports link flaps during cluster failover/shallow discovery.

The issue is not observed when the server is directly attached to FIs.

Conditions:
VIC14xx connected to 2348/2332 FEX using 10G/25G cables integrated to the fabric interconnect.
