Description (partial)

When provisioning an L3 dual router branch site using the IWAN-App, inconsistent route tags are being pushed to the devices. Two tags are used to tag routes, 850 and 851. The device which is added to APIC-EM inventory first will always get the 850 tag. Inconsistent tagging affects learning site-specific prefixes over the dmvpn tunnels.

1. Provisioning an L3 dual branch site using the IWAN-App
2. MC and BR are not always added to the inventory in the same order.
3. Inconsistent route tags are seen on branch sites.
