Cisco Bug: CSCvt36446 - [sf-d] some ipv6 neighbors not up after did "clear ipv6 neighbors" only with static v6 routes

Symptom: After clearing ipv6 neighbor on an interface that has at least one static v6 route being configured, the v6 neighbor failed to be established again even though ping to the neighbor works fine. This defect affects 7.0.11,7.0.12,7.0.13, 7.0.14 and etc. Conditions: The following all three conditions have to be met in order for this problem to be exposed: a). A distributed Chassis of Spitfire; b) At least one static v6 route is configured on an interface; c) perform either "clear ipv6 neighbor" or "clear ipv6 neighbor inteface < >" where there is at least one v6 static route that has been configured over the interface.
