Description (partial)

Symptom:
During the Cat M1 IOT device attachment CSGN node is following the normal EPS attach procedure at initial.
After successful choice of SGW and PGW nodes CSGN would originate Create Session Request towards SGW but he didn't. So, device can't transfer data.

syslogs shows related records:
2020-Mar-10+11:01:44.899 [mme-app 147000 error] [3/0/10179 <sessmgr:54> _connect_proc.c:955] [callid 0fcbe262] [context: s1mme, contextID: 3]  [software internal system syslog] For CP CIOT UE, gtpu-service is not configured/associated. bearer:5

So, MME can't associate gtpu service with the session.
