Description (partial)

Duplicate ipv6 address are received from v6 pool

There are two ways we can get IP from IP pool
we can ask any IP
we can ask any specific IP

the behaviour during second option should be that if specific IP is not available, the IP pool should logically give us a new IP
however the implementation of V6 pool is different. they do return the same IP even if it is allocated which is causing the problem.
