Description (partial)

Symptom:
IMP blocks Text Push notification toward Proxy server: port 3128 
Jabber client in background mode or terminated status can not receive text message through APNs.

Judging from XCP COnfig Mgr logs, IMP seems to explicitly blocks Push notification with toward 3128 port.

FetchAndStoreAccessToken: Exception org.apache.http.conn.HttpHostConnectException:
Connect to x.x.x.x:3128 [/x.x.x.x] failed: Permission denied (connect failed)
