Description (partial)

Symptom:
User was drops from the Webex meetings but the Voip Audio is still up

Conditions:
The user got dropped of the meeting due to Timeout due to high packet loss and latency

wbt tracer shows that the session close request was failed but still the user got dropped out of the meeting and his VoIP Audio was still up
