Cisco Bug: CSCvt34160 - "Link not connected" error after reboot when using WSP-Q40GLR4L transceiver on FPR9K-NM-4X40G

Known Affected Releases
Symptom: The FP9300 40Gbps interface will display down/down. The adjacent switch will display "Link not connected" if errordisable detection is disabled. Conditions: This is a rare interoperability issue that requires the following to all be TRUE in order to encounter this issue: 1. The FPR9300 must be using an interface on an FPR9K-NM-4X40G network module 2. The FPR9300 Interface must be using the WSP-Q40GLR4 transceiver 3. The connected peer must be a Cisco N9K-C93180LC-EX 4. The connected peer port must be in the lower 28 port range (i.e. port 0-27). Upper range ports are not affected.
