Description (partial)

Symptom:
lspv_server process may leak memory over a period of time. This issue is more to likely to happen with aggressive timers.

Conditions:
Segment routing data plane monitoring (DPM) configured with an interval of 15 minutes. 
Memory leak due to lspv_server process was seen increasing every 15 minutes, triggered by new property requests.
Memory leak is commensurate to configured timer for invoking LSPV process.
