Description (partial)

CUTO's 3-tuple flow was made of src address, dst address and L3 protocol (IP4 or IP6), though it should have been src address, dst address and L4 protocol (TCP/UDP).

Symptom:
if TCP and UDP streams are between same set of src and dst addresses, whichever stream is created first will become CUTO flow. The later created stream will not trigger a new CUTO flow and it will just become part of the previous flow.

Conditions:
This issue is seen when TCP and UDP streams are created between same set of src and dst addresses.
