Description (partial)

Symptom:
Cisco DNA Center may fail to collect inventory from some managed devices, citing a unique key constraint called "equipment_bk."  This will happen when an IP address is reused on a new device, and the original device using that IP address is removed from the network, but not completely deleted from Cisco DNA Center.

Conditions:
Earlier the ip address is used for different device and later the deivce is upgrade with new hardware and the ip is same . so the device goes to pcf.
