Description (partial)

Symptom:
If VMs are recovered after an ESC database backup is performed, and a fault condition requires the backup be restored, the VMs that were recovered since the backup will fail subsequent automatic fault recovery (e.g. reboot).  

An error similar to this will be raised: 

Error creating ports
com.cisco.esc.datamodel.exceptions.ESCException: Port [357f1e4d-4a24-46bb-b3a7-826c75751e12] is in use by instance [c5f1c73d-42f1-4daa-9740-cd9a722e318e].

Conditions:
VMs faulting post database backup that are redeployed will have VM IDs that mismatch those in the ESC database backup.
