Description (partial)

Symptom:
When attempting an upgrade after a server has been restored via "Publisher Node Restoration from Subscriber"  the upgrade might fail with the following error on the install logs:

Using this machine's address (<IP Address>) as an external NTP server is invalid. The NTP server must literally be an external machine.
Unable to migrate /usr/local/platform/conf/platformConfig.xml file. Required.

Conditions:
Publisher was restored using the "Publisher Node Restoration from Subscriber".
