Description (partial)

Symptom:
ESA is rewriting URLs to the Cisco Secure Proxy but also extracting extra parts of the URL's formatting and in turn causing an invalid URL to be rewritten and triggering 400 Bad Request errors on the rewrite.

Conditions:
URL filtering set to rewrite to secure proxy on message or content filters.
The URLs are generated with extra HTML formatting on within the a href tag.
