Description (partial)

Symptom:
If user tries to config initially using type0, it will get encrypted to type 6 and saved in the pss. When user tries to copy paste the same config(type 0 which he used to config earlier ) he will get error message. We are not overwriting, what if user initially used type 0 to config, it configured as type6 . Again if he copy pastes same config which he earlier used for config, then it should be no -op.
