Symptom:
Enabling/disabling "Set client port status DOWN" and "Set client port status UP" checkbox doesn't set the client ports to proper state as per checkbox selection.

Conditions:
Irrespective of whether we uncheck or check the checkbox "Set client port status DOWN" while deleting the service it is always setting client ports to Out-of-service/Down.
Irrespective of whether we uncheck or check the checkbox "Set client port status UP" while creating the service it is always setting client ports to In-Service/Up.
