Symptom:
mpls_lsd process respawns at startup with syslog:
mpls_lsd[339]: %ROUTING-MPLS_LSD-7-ERR_INIT : Initialization of MPLS LSD failed, op='lsd_go_active' (Resource temporarily unavailable)  : pkg/bin/mpls_lsd : (PID=1015981) :  -Traceback= ...

Conditions:
In very rare situations, the mpls_lsd process may respawn when the RP node first boots. 

This affects all images on all platforms from r3.x onward.
