Description (partial)

Symptom:
FlowSpec Policing not Enforced.

Conditions:
Very speciic conditions need to exist for this issue to occur:
- Only affects Cisco IOS XR release 7.0.2
- Only J2 TCAM based HW (NCS5500 with TCAM LCs (NC57-24DD)).
- The configuration has to be setup in a manner that 'set discard-class <0-2>' exists in policy-map under some class, which is hit by a packet and if that same packet had hit flowspec rule and action was to police, it will not.
