The 9800 always advertises itself in Master WLC Mode in Discovery Response messages. This can cause APs to prefer to join 9800 over an AireOS WLC.

In some scenarios, an AP can experience flapping because of this problem. If the AP has learned of both an AireOS and 9800, and the AP receives Discovery Responses form the 9800 but cannot join it, and AP fallback is enabled on the AireOS, and Master WLC Mode is disabled on the AireOS, the AP will flap back and forth between the two WLCs. The AP will fail to join the 9800 first. Second, it will join the AireOS. Third, it will receive a Discovery Response from the 9800 again. Fourth, it will leave the AireOS to try to join the 9800 again. In such a scenario, you may observe the AP displaying this message as it leaves the AireOS WLC to attempt a join on 9800:

"Feb 21 04:46:48 kernel: [*02/21/2020 04:46:48.4208] FOUND MASTER WLC REDISCOVER TO CONNECT WITH THAT."

Using a 9800 with APs that are not configured with Primary/Secondary/Tertiary controllers.
