Description (partial)

Symptom:
ESC API calls performed against the Neutron service can fail when they use an expired authentication token.  The call to Neutron can yield 500 (computeFault) versus expected 401 (unauthorized).  As a result the dependent ESC workflow can fail.

Conditions:
Incidence of this fault will scale based on the number of VIM connectors provisioned.  As any Neutron API call can fail, deployment and deployment lifecycle operation can be impacted. 

The Neutron ticket indicates this problem has only been observed on OS version Ocata. Internal ESC testing has observed on Mitaka.  As the ticket has not been resolved the condition may impact any version of OS.
