Cisco Bug: CSCvt21943 - 12.x L2/RU upgrade fails if System Entered to Licenses Enforcement Mode before Upgrade

Description (partial)

Symptom:
Upgrade failure from 12.0.1.x to 12.0.1.x/12.5.1.x
Customer System went to Licenses Enforcement Mode on 12.0.1 and Customer tried to upgrade their System to 12.5.1 and Upgrade Failed.
Upon finding the Reason , it was found that default data runs csp_UserModify() in the outsidecaller.py run as part of Loading Default Data. when System is in License Enforcement Mode , csp_UserModify() fails with Customized Error code 2080 indicating that User modification operation is not allowed in this mode.
User Modification or Creation is not allowed under the conditions mentioned in Section "Enforcement Policy on Unity Connection"

However in this case Customer is not doing any manual modification as it is done as a part of upgrade process.

Expected behavior :
Either Installation should not Fail due to the License Enforcement Mode or This should be documented and added to "Prerequisites for Upgrade" Section of Upgrade guide that  licenses should be all ok before upgrade in 12.x "https://www.cisco.com/c/en/us/td/docs/voice_ip_comm/connection/12x/install_upgrade/guide/b_12xcuciumg/b_12xcuciumg_chapter_010.html" so that Customer can take care of this before upgrade

Conditions:
System went into the license Enforcement Mode and Customer performs upgrade in 12.x
