Description (partial)

Symptom:
A device crash when we change set action under route-map right after removing the route-mp from PBR attachment point.

Conditions:
- a device has significant CPU utilization;
- removing a PBR route-map  from attachment point (interface or local PBR);
- there are no other interfaces left using the same PBR/route-map;
- removing one set action (for example "no set ip next-hop ...");
- add new similar set action (for example, "set ip next-hop recur ...").
