Description (partial)

Symptom:
If "ip multicast boundary" is configured under SVI without specified ACL - Cat6500 with Sup2T (PFC4) will not program itself correct on bootup, traffic will be punted to CPU and later rate limited causing the packet loss

Conditions:
"ip multicast boundary" configured under SVI without specified ACL [problem is seen only on bootup]

or 

Defining ACL for "ip multicast boundary" will resolve this issue
