Pending Policy Counter time is set to the last evaluated Pending Counter

Symptom:
When 2 Pending Policy Counter are sent with different time

Conditions:
When 2 Pending Policy Counter are sent with different time in SLA the time being set is taken for the last policy counter evaluated
