Description (partial)

Symptom:
When removing BGP neighbors from multiple VRF's/VPN's, either by feature template in vmanage mode, or via CLI for a cedge in cli mode, the neighbors are only properly removed from the first vrf/vpn.

Conditions:
Removing BGP neighbors from multiple VRF's at the same time causes the neighbors to be improperly removed.
