Cisco Bug: CSCvt19887 - Not returning to router prompt if sync install package operation fails to start

Symptom: A synchronous install operation fails during startup (it outputs: <cmdBold>Failed to start <cmdArg>Operation-Type<noCmdArg> <noCmdBold>), and then does not return the cursor to the CLI. Conditions: Platform: 8000 If a synchronous install operation is attempted to start but fails. The most likely way for this to occur is if an operation is started, and before it completes, a second operation is started in synchronous mode. This will then output an error similar to: Failed to start replace: 'Install' detected the 'warning' condition 'Packaging operation in progress. Cannot accept further requests until complete' After which the executable does not return to the CLI.
