Cisco Bug: CSCvt19514 - CWMP unexpectedly triggers DHCP discovery on every CWMP process run

Description (partial)

1. CWMP triggers DHCP discovery and delays process by 12 seconds on every run
2. The DHCP discovery is sent with unexpected values:
 - using default vendor class-id (ciscopnp) even though one is configured under the interface;
 - class-id "CWMP";
 - "Client MAC address field" is populated with MAC address of the first interface of the router (although L2 src MAC is correct for the interface).
3. "Temp IP addr: " may be seen for a short period of time under the "show dhcp lease"

CWMP+DHCP configured on the device.
