Description (partial)

Symptom:
In an SDA network a 'unknown' entry will be present for a special mac address in the IP device tracking database.

This entry will not time out and is pointing towards the wrong interface.

Conditions:
1) SDA network
2) Multiple hosts from different edge nodes ARPing for the address at the same time
3) The impacted edge node does not have the hosts locally connected
4) Non-standard MAC address
