Description (partial)

Symptom:
IPv6 multicast flood / loop between UP and L2 switch. Npusim instacens show high cpu utilization because of the flood.

Conditions:
- There is an intermediate switch that floods multicast packets.
- UP has a IPv6 default route on the context.
