Symptom:
CFUR won't be triggered if phone unregisters when incoming call is ringing

Conditions:
Incoming call to Phone
Phone unregisters (example : due to KeepAliveTimeout) when incoming call is ringing
CFUR won't be triggered - by design, CUCM will treat the scenario as Call Release (not Call Forwarding) and end the call with 480 Temporarily Not Available
