Cisco Bug: CSCvt17801 - AP 2800/3800/4800/1560/IW 6300 gets into a loop after attempting to join WLC with FIPS enabled

Description (partial)

Symptom:
A 2800/3800/4800/1560/IW 6300 AP will boot and will present the following message while booting

[*02/23/2020 23:28:31.0111] Performing kernel crypto module tests for FIPS
[  OK  ] Started Cisco btldr service.
[  OK  ] Started udev Coldplug all Devices.
[***   ] A start job is running for Cisco fips check (2min 3s / 10min 1s)

It will reboot and will present the same message, causing it to reboot again, it falls into a loop

Conditions:
FIPS is enabled on WLC via config switchconfig fips-prerequisite { enable | disable } and AP 2800/3800/4800/1562/IW 6300 downloads the code from WLC and is subsequently unable to join the WLC.

No other AP models are affected.
