Description (partial)

Symptom:
Jabber for iOS 12.8 is unable to login via MRA using OAuth2.0 under certain conditions.
After providing userid, the user sees an empty page in browser instead of OAuth authentication form. Only Cancel option is available.

Conditions:
- Jabber for iOS (other platforms work fine)
- Expressway-C has "Check for internal authentication availability" checkbox enabled
- the user's email does not match 'userid@domain'. For example, 'userid' at CUCM is 'jdoe', discovery domain is 'domain', but user's email is 'john.doe@domain'
