Symptom:
Interface with VRF is not supported in performance-measurement.
When interface IP is within none-default VRF, performance-measurement will keep the delay-measurement session running, but probe packet will not reach responder, resulted in failures measuring delay of interface.

Conditions:
Enable performance-measurement delay-measurement on interface in none-default VRF.
