Cisco Bug: CSCvt16604 - vAPIC generates F0106 wiring-check-failed for Eth1/2 even though interface is admin'd down

Description (partial)

Symptom:
In a Cisco vAPIC environment in which the administrative state of Eth1/2 is down, fault F0106 is presented for Eth1/2 of the Cisco vAPIC nodes.

Conditions:
This issue occurs in the following situation:

1. Two faults are presented: one for interface Eth1/2 being down and one for interface Eth1/2 being miscabled.
2. Perform the steps in bug CSCuv63617 to change the administrative state to "down" for the Eth1/2 interface.

As a result, the fault for the interface being down is no longer present, but the fault for 'wiring-check-failed' is still present. Only 1 VMNIC is deployed as part of the OVA Template for the Cisco vAPIC.
