Cisco Bug: CSCvt16410 - TMS System Upgrade page offers .pkg instead of .loads file for Room Systems causing upgrade failure

Symptom: When upgrading Room Series system in TMS the software fails to upgrade system due .pkg being used to upgrade. In order to prevent these upgrade failure issues it would be better if we could improve the logic to decide which software is offered by default when upgrading a system. When the Room Series systems came out the Collaboration Endpoint BU opted to separate the codec software from the camera and SpeakerTrack software. This has caused lots of issues with customers who are used to upgrading the system using the .pkg files because the peripherals fail to upgrade, and in recent software builds will cause the codec to reject the upgrade without any useful errors in the TMS web interface. Conditions: Using TMS to upgrade Room Series systems that require the .loads or .cop.sgn files in order to upgrade both the camera and codec software correctly.
