Cisco Bug: CSCvt15761 - Non-disruptive reload cmd is causing reinitializing of the error disabled ports on other line cards

Description (partial)

Symptom:
In a condition, when "reload module <mod num> non-disruptive" executed on any line card will trigger re-init of error disabled ports present in some other line cards. Error logs similar to the following may be observed in switch syslog:

Conditions:
This issue applies to port error disabled state in any type of line card in 9700 platforms.
