Description (partial)

Symptom:
When the "default" Filter in the common tenant doesn't contain any Filter Entries, no fault is raised when Service Graph Template is deployed.
The deployment of the SGT ultimately fails: it creates contracts, applies them (with L4-7 SG applied to subj), creates device selection policies, but no SG deployed instance gets created, and no faults are raised anywhere in the fabric.

This is enhancement to raise a specific fault if the referred Subject refers to the Filter which doesn't contain any Filter Entries.

Conditions:
- Service Graph Template is deployed with New Contract and "No Filter (Allow All Traffic)" checkbox checked.
- Alternatively, the Service Graph Template may be deployed using "Select Existing Contract Subject" and the said Subject refers to the non-default Filter which doesn't have any Filter Entries
