Description (partial)

Symptom:
The per-process CPU utilization displayed by the "show processes cpu-usage" command is incorrect on ASA on multi-core platforms.

Conditions:
This is a day-1 issue. Changes made in 9.6 software made things worse, because control plane processes run on few fixed CPU cores in 9.6 and newer versions, but software assumes they run on all available CPU cores. So, the displayed per-process CPU utilization can be many times lower than the real one.
