Description (partial)

Symptom:
When one DHCP relay label is deleted from the client bridge domain, the relay addresses (the helper addresses) that were programmed based on other labels and applied to the same bridge domain get deleted from the corresponding pervasive SVI as well.

For example, before label deletion:
leaf# show ip dhcp relay address
 Interface Relay Address VRF Name
 ------------- ------------- --------
 loopback0 10.0.0.1 overlay-1
 loopback0 10.0.0.2 overlay-1
 loopback0 10.0.0.3 overlay-1
 Vlan11 10.0.0.1 overlay-1
 Vlan11 10.0.0.2 overlay-1
 Vlan11 10.0.0.3 overlay-1
 Vlan181 172.16.1.100 TN_A:DHCP_PROV_VRF
 Vlan181 172.16.2.101 TN_A:DHCP_PROV_VRF
 Vlan181 172.16.2.100 TN_A:DHCP_PROV_VRF
 Vlan181 172.16.1.101 TN_A:DHCP_PROV_VRF
 Vlan181 172.16.1.103 TN_A:DHCP_PROV_VRF
 Vlan181 172.16.2.103 TN_A:DHCP_PROV_VRF

After the deletion of the label that refers to the single DHCP Provider 172.16.2.103 in the VRF TN_A:DHCP_PROV_VRF:
leaf# show ip dhcp relay address
 Interface Relay Address VRF Name
 ------------- ------------- --------
 loopback0 10.0.0.1 overlay-1
 loopback0 10.0.0.2 overlay-1
 loopback0 10.0.0.3 overlay-1
 Vlan11 10.0.0.1 overlay-1
 Vlan11 10.0.0.2 overlay-1
 Vlan11 10.0.0.3 overlay-1
