Description (partial)

Symptom:
Calls are getting leaked for CFNA scenarios, so the busy trigger gets triggered even when there are no active calls which leads to incoming call failure for that Line.

Conditions:
A ---------------> B(CFNA) ------- > Voice Mail

Phone A calls phone B and Phone B rings and never answers the call and due to CFNA setting call gets routed to Voice mail.
Before the call routs to voice mail phone A hangs up the call.
