Description (partial)

Symptom:
When DNAC is configured to Manage Group Based Access Control the policy UI in ISE becomes read-only.

This holds true under Work Centers > Components > Security Groups.  The options to "Add", Import, Trash and Push are greyed out.

However, if you browse to a policy set under Policy > Policy Sets > 'policy_set_name' > Authorization you can create a new SGT in an authorization result for an authorization policy.

Conditions:
DNAC being used to manage Group Based Access Control policy for ISE.
