Description (partial)

Symptom:
1) Stale IPV6 entries in "Table ID 38: FLP IPv6 MC KAPS" table. It affects only boards having ipv6 tables in internal TCAM
2) Random IPV6 Mcast traffic drops
3) Leakage of hardware resources
4) ipv6 route creation failures
5) Fec leak
6) Empty mcids

Conditions:
It is a synchronization problem between the npu threads, It can happen any time
