Description (partial)

Symptom:
Too big LSP bandwidth value can be processed incorrectly and can lead to unnecessary PCEP messages (PCUpdate and PCReport).

Conditions:
- LSP delegated to PCE
- Bandwidth value, which cannot be fully stored in IEEE 754 float without losing precision
