Description (partial)

Symptom:
In Cisco DNA Center, on the System Settings > System 360 page, a list of services is reported in their current state (Running, Down, etc....)  It may happen that a service is unhealthy, but flapping between Running and CrashLoopBackOff;  and unless the administrator actively monitors for this, they may not catch the error live.  A banner or notification should indicate to the administrator that a service is currently experiencing unhealthy restarts for greater transparency on the state of the services.

Conditions:
This can be observed when a service is flapping between healthy and unhealthy states.
