Symptom:
When "reload location all" command is provided on a platform that hosts both RP XR VM & LC XR VM on the same node, then sometimes the command may not run to completion and cause the VM SHUT side effect.

Technically this scenario of "VM is in shutdown mode after reload location all" can happen on system that has 2 XR's  on same card where LC XR is spawned by platform-mgr. It could potentially happen  if there is any unexpected delay anywhere in the chain of orchestration of the cli.  Zermatt platform in the fretta product line has this architecture and so the issue is specific to this platform.

Conditions:
The functionality of "reload location all" is to reload all XR VMs and calvados VM. The command is hosted by shelf_mgr and provides 32s  for all the XR VM to gracefully go down and eventually reloads calvados vm too. 

The XR VM's are brought down sequentially , by providing graceful notification to the VM. Sometimes, bringing down both the VM's sequentially may take more than the allotted 32s due to various delays including processes refusing to die, vm destroy taking time etc. The XR VM shut orchestration may be in a incomplete state when the timer runs out and system ends up reloading calvados. This causes the XR VM's to be in some intermediate states, requiring manual intervention to recover the system.
