Cisco Bug: CSCvt10017 - Issue with error message displayed by the "Change Password at first login" screen

Description (partial)

When changing a user's password on login, an error message may show up saying "[missing en-US:cimcPasswordSyncFailed]". The correct message should be "Failed to set password for Lights-Out Management (LOM). Password needs to meet some additional requirements for LOM access. See user documentation for details."

1. User has Lights-Out Management Access enabled.
2. User has to change their password on login (eg. if their password is expired or has "Force Password Reset on Login" checked).
3. User tries to change their password to something that is not valid for Lights-Out Management (see FMC Configuration Guide for examples).
