Description (partial)

Symptom:
When an Egress PE (asr1k) receives a packet with IP set with ttl=1, asr1k should drop that packet.
However it's forwardind that packet to CE Router, with the same ttl=1.

Conditions:
When Egress PE (asr1k) receives a packet with IP ttl=1.
